John Flannery

Chairman

John Flannery is currently serving as a Franklin County Commissioner. He also serves on numerous Franklin County boards and committees. John is the Chairman of the Franklin County Prison Board as well as Chairman of the Tuscarora Managed Care Alliance Board of Directors. He has served his communities locally on the Tuscarora Area Chamber of Commerce Board of Directors, where he served for two years as the Chairman, and the Greencastle-Antrim Chamber of Commerce Board of Directors. John was integral in the growth and success of both organizations by bringing community events to the forefront and thoughtful oversight to increase funding, while building community relationships and fostering the growth of those organizations.
Flannery previously started and operated four businesses in Franklin County, which include Flannery’s Tavern of the Square in Mercersburg and The John Allison Public House in Greencastle, both of which have been sold after operating each establishment for over 15 years. John’s wife, Ame still operates The Dressing Room, which is a retail business that started in Mercersburg in the historic Irwin House; it currently is operating in Greencastle. John also currently owns Flannery Investment Group which has rental properties in Pennsylvania, Maryland, and North Carolina.
Flannery has been recognized for his work and contributions to his local communities in both Mercersburg and Greencastle. In 2013, John was named Business Person of the Year by the Tuscarora Area Chamber of Commerce and in 2020 he received the same awards presented by the Greencastle-Antrim Chamber of Commerce.
After residing in Montgomery Township for over 20 years, he now resides in Guilford Township and is focused on his responsibilities as a Franklin County Commissioner and in the local community as a new board member for the Franklin County United Way and as a newly appointed board member and the Chairman of the Franklin County Housing Authority.

David Jordan

Vice Chairman

Mr. Jordan is a graduate of West Virginia University with a degree in Landscape Architecture.  He holds professional licensure as a Registered Landscape Architect in Pennsylvania.  Dave is currently employed at Urban Design Ventures, LLC as Director of Housing and Urban Design.  Over the past 40 plus years his work has been in housing, community development and non-profit administration.  He and his wife, Nada, reside in Waynesboro.

Kevin Myers

Secretary

Kevin Myers is a Special Agent for the Federal Bureau of Prisons.  He began his career with the Bureau of Prisons in 2004 as a Correctional Officer at the United States Penitentiary Lewisburg (PA).  He served in positions of increasing responsibly, including Senior Officer Specialist at FDC Philadelphia (PA), Lieutenant at FCI Fort Dix (NJ), Lieutenant at FCI Big Spring (TX), Special Investigative Agent at FCC Forrest City (AR), and Intelligence Analyst at Federal Bureau of Prison’s Counter Terrorism Unit.  Mr. Myers assumed his current position as Special Agent on January 19, 2020 and is assigned to the Bureau’s Office of Internal Affairs.

Mr. Myers is very active in his community.  He is a volunteer firefighter and emergency medical technician at several fire departments in central Pennsylvania.  He is a part time paid EMT/Firefighter for Marion Volunteer Fire Department.  He is Vice President for the Vigilant Hose Fire Department, Deputy Emergency Management Coordinator for Greene Township, Franklin County, Pennsylvania as well as Deputy Coroner for Franklin County, Pennsylvania.  He previously served Deputy EMS Chief for Pleasant Hall Volunteer Fire Department.

Mr. Myers is a member of the Fraternal Order of Police First Federal Lodge #01F, the Intelligence and National Security Alliance, Orrstown Lodge No. 262 F & A.M. of Pennsylvania, the Zembo Shrine of Shriners International, the Tall Cedars of Lebanon Valley Forrest No. 145, and is a 32nd degree Mason with the Scottish Rite Valley of Harrisburg A.A.S.R.

Mr. Myers currently serves as President of the Shippensburg Police Foundation as well as Secretary for the Franklin County Housing Authority Board.

Mr. Myers resides in Shippensburg.  

Maureen O'Malley was raised in Massachusetts and moved around the East Coast with her military husband. Maureen is interested in Consumer Law, issues, including housing, facing low-income people. She practiced Consumer Bankruptcy Law in the Eastern District of Virginia.

Alfred Bendell IV

Alfred Bendell IV has been a resident of Montgomery Township, Franklin County, PA for 23 years with wife Laura and 2 sons. He is a graduate of St. James School, Hagerstown, and the University of Maryland, College Park. Alfred is the current President of Hardell Corporation which operates Hardell Fuels, Thompson Oil Company, and Fridinger-Ritchie Company. He is managing member of Bendell Properties operating in Pennsylvania, Maryland, Delaware, and Virginia. Alfred is a registered master plumber and master HVAC mechanic. He is a former board member of the City of Hagerstown Board of Code Appeals-(3 years as Chairman), Waynesboro Chamber of Commerce, and Tuscarora Chamber of Commerce-(2 years as Chairman).

Notice is hereby given that the Franklin County Housing Authority has prepared the 2024 Annual Plan.  The Annual Plan is available for public review and inspection effective 11-22-2023.  A public hearing will take place to discuss the 2024 Annual Plan on Monday, January 8, 2024, at 3:00 P.M. at 436 West Washington Street, Chambersburg, PA.  The 2024 Annual Plan is available for inspection at the following locations:
